    Asbestos Policy Development

    Clients who have a large number of properties in their portfolio, or whose purpose is operationally sensitive, need to carefully consider their asbestos policy and management plan.

    The client will instruct ABP to carry out a site survey (Type 1, 2, or 3), the results of which, will form part of the asbestos management plan. The comprehensive site survey report produced after our visit contain information such as location and risk assessment of each asbestos containing material, and the appropriate recommendation for action to be taken, priorities and time scales. The survey report would include digital photographs of the locations of ACM identified as well as annotated CAD drawings. This would comprise the asbestos register as part of the management plan for each building surveyed.

    ABP have experience in policy development that ensures compliance with regulations such as Regulation 4, The Duty to Manage, whilst maintaining continued operation within the specified buildings.

     

    Asbestos Surveys - UKAS Accreditation Inspection Body No. 402

    MDHS 100, which is published by the HSE, describes the 3 types of survey that can be undertaken. It also details areas of best practice and the types of asbestos containing material (ACM), which may be found within premises. ABP carry out all three types of building surveys (to MDHS 100 standard).

    Type 1
    A Type 1 survey involves a visual inspection of all accessible parts of the buildings to record the location and assess the risk from ACM. Suspect materials are not sampled but are recorded as being “presumed” to contain asbestos. The benefit of saving on the analytical costs may be outweighed by the management time required to manage materials which may ultimately prove to be non-asbestos.

    Type 2
    A type 2 survey is generally regarded as the level of survey required in order to adequately manage asbestos containing materials (ACM) in a cost effective manner. A visual inspection of all accessible parts of the buildings is carried out to record the location and assess the risk from ACM. Suspect materials are sampled in order to confirm or refute the asbestos content.

     

    Type 3

    A Type 3 survey is the level of survey required when a building, or part, is due to be demolished, refurbished or have any building work take place within it. The level of inspection is far more intrusive than with a Type 1 or 2 survey, and the survey techniques may be far more destructive.

    Asbestos Re-Inspection Surveys

    Once the initial survey has been conducted and ACM identified the management plan may recommend that the ACM are left in situ possibly because they are in good condition and or are relatively inaccessible and therefore present a low risk. The management plan would then recommend that these ACM are monitored over time with regard to the risk they present. This would be undertaken in the form of re-inspection surveys at regular intervals. Such surveys comprise a visual inspection of the ACM and a risk assessment in order to determine any remedial action required.


    Asbestos Databases

    In partner with a computing consultancy we have developed an asbestos database which can be tailored to our clients needs. This database can be used as a working asbestos register with all the relevant documentation incorporated including risk assessment, digital photographs and CAD drawings showing exact locations of the asbestos identified. The database generates re-inspection dates if necessary. A clients existing property data portfolio can be readily imported and the database itself can be exported into excel, word or pdf format. Most importantly the database is MDHS100 compliant.
